Before I talk about the process of setting a governor, let me tell you about the way it works. A mechanical governor can help control the speed of the engine. It generally uses flyweights and gears to do that, and these can be found inside the crankcase. 

They will help you detect any kind of change in speed as well as shift the throttle depending on the result. As soon as there is an increase in the engine load, the crankshaft will begin spinning more slowly. 

Now, if the governor needs to be adjusted, you will first need to loosen it. To do that, you have to spot the screw near the base of the arm of the governor and loosen it. Then, you can push the arm of the governor to ensure that the throttle is completely open. 

Once you have done this, you can now search for the bottom clip, which will be attached to the shaft of the governor. This needs to be turned in a counterclockwise direction, which will set the shaft of the governor above the spool. And this is now you can adjust the governor on a Honda lawn mower the right way. 

Why Will A Honda Lawn Mower Rev Up And Down? 

What you may be facing here is an airflow problem that can make the engine rev up or slow down. The engine keeps needing air for it to run, and there could be a blockage in the airflow. 

This may prevent the engine from working fast, leading to a slowing down of the work process. However, once the blockage is cleared, it will immediately rev up.
