Before you get started with this home construction project, here's a list of things that you'll be needing.

Instructions To Build Steps With Paver
Step 1 - Start By Digging
The first thing you should do is excavate the area to prepare for installation. Dig at least 8 inches deep where you'll be laying the first step. The width of the compacted area may not be the same in all paving projects as the step size may vary.
Once you're done with the digging, compact the subsoil using a plate compactor or a hand tamper. This will help you achieve uniformity, and you can lay the subsequent steps in a neat progression. After all, you'd want the base surface to be completely flat to support your stairs.
Step 2 - Cover The Area With A Landscape Fabric
Now, this bit is important - use a landscape fabric to cover the area you’ve dug. Regardless of the location of your steps, placing this fabric will ensure rainwater drainage underneath the structure. As a rule of thumb, any amount of run-off should not pool on the steps; instead, it should roll down and move towards the main drain.
After covering the area, you must evenly spread crushed stone or gravel of the right size on the fabric. The type of stone or gravel you should be using will depend on the location and nature of the project.
Therefore, in this case, you may want to talk to an expert before proceeding. Once you get the suitable material, create a 3/4th-inch layer, and compact it using the same tool as in the first step. Now, this is going to be the stable base where you will lay the steps.
Step 3 - Create The Mix
The first two steps essentially cover the basics where you prepare the area for construction. Moving forward, now you have to make a mixture using Portland cement and dampened sand in a 1:2 ratio.
The amount of each you need will solely depend on the total area of the paving project. Mix the ingredients thoroughly to get a homogenous, thick paste, and create a 1/4th-inch layer on the base surface. Take your time and make sure it's spread evenly, as you'll be installing the pavers on it.
Step 4 - Lay The Pavers
Now that you’re all set, lay the first row of pavers directly on the cement-sand mixture. Keep checking the elevation after installing each stone to ensure precise placement. It's important that the pavers sit flat on the base surface and lie flush against each other. In case a paver seems loose or off-level, adjust the position accordingly.
Step 5 - Cutting The Paver
The idea behind building steps with pavers is to ensure comfort when climbing the stairs. Therefore, after you finish laying the first layer, cut 1-inch from the second level of pavers to create staggered joints between the two layers. Doing so will provide enhanced structural support, allowing you to design a robust flight of stairs.
This step will require some skill, and as such, you can use a chisel, mallet, or a diamond-blade wet saw for the purpose. Choose something based on your skillset and the paving material. Keep building the pavers upward and maintain the staggered joints until you reach the desired step height.
Step 6 - Spread Sand On The Pavers
Now that your paver steps project is complete, lightly spread some sand on the surface. After that, sweep it into the joints to make your stairs more structurally sound. And don't forget to compact the loose sand once it settles in-between the joints. Besides reinforcing the structure, applying sand also keeps weed or other vegetation from growing in-between the pavers.
